Marketing leadership

Who should control the marketing budget with a fractional CMO?

Set budget authority and approval limits so a fractional CMO can make useful tradeoffs without bypassing founder or finance control.

The short answer

The founder or finance owner approves the total budget and risk limits; the fractional CMO should have authority to recommend and, within agreed thresholds, reallocate marketing spend. Record who approves new vendors, experiments and changes to committed spend. Accountability without any spending authority creates delay.

Start with total available spend

Separate the leader's fee from media, contractors, tools and the cost of the internal team. A plan that consumes the implementation budget with leadership fees cannot run. The founder and finance owner should approve the overall envelope and guardrails, including cash runway and commitments already made. The small-budget guide helps rank competing uses.

Draw three approval levels

Define routine changes the leader may make, changes requiring founder or finance sign-off, and commitments that need formal procurement or legal review. The amounts depend on the business; do not copy another company's thresholds. Include who owns advertising accounts, vendor contracts and cancellation notices. A budget spreadsheet without authority rules still leaves decisions stuck.

Use a change log

For each meaningful reallocation, record what was reduced, what increased, the reason, the expected signal and the date to review. This lets the founder evaluate judgment rather than approving every tactical move. If the leader recommends more spend, ask which assumption has been validated and which less useful work will stop.

A bounded example

A hypothetical team shifts a small amount from broad paid search to a buyer-specific landing page and specialist design support. If that is inside the agreed test budget, the CMO can move quickly and report the result. Signing a year-long agency contract is a different risk and should require approval. The contract should make this distinction visible before either decision arrives.

A budget decision table

Create a table with spend category, current commitment, proposed change, who can approve it and the evidence required. Categories may include media, contractor production, software, research and events. Mark commitments that cannot be reversed quickly, such as annual contracts, separately from short experiments. A fractional leader should know the difference and present a stronger case for the harder-to-reverse choice.

Then set a simple rule for tradeoffs. A small shift inside an agreed test envelope might need only a written decision log; a new vendor or larger spending ceiling needs founder and finance review. If the proposed leader is held to an acquisition target, show which resources they can actually reallocate. Revisit the table when a channel changes, a team member is hired or runway assumptions move. Budget authority should be specific enough to allow action and bounded enough to preserve company control.

Ask who can stop a failing test before the next formal budget meeting. A company that delegates launches but not pauses may continue spending after the original hypothesis has failed.

Frequently asked questions

Should a fractional CMO have a company card?

That is an operational and risk decision for the company. Clear approval limits, account ownership and expense visibility matter more than the payment method.

Can the CMO move money between channels?

Only within the authority agreed in advance. Set thresholds for routine reallocations and separate approval for new commitments or material changes.
