A useful fractional CMO scope names the business problem, strategic decisions, team and agency leadership, measurement, working cadence and handover. It also states which production work and spending are outside the fee.

Start with the decision the founder needs to stop carrying
“Fractional CMO services” can mean monthly advice, campaign management or ownership of the marketing function. Those are materially different purchases. Before comparing lists of deliverables, write one sentence about the decision bottleneck: for example, “our marketer executes, but I still decide the audience, message and budget.” A good scope transfers a defined part of that burden.
State the stage, revenue model and capacity already in place. A seed-stage B2B company with a junior marketer has a different requirement from a D2C brand with agencies and paid spend. The same service menu should not be applied to both without diagnosis.
Specify five areas of responsibility
First, strategy: customer focus, positioning, channel choices and budget allocation. Second, leadership: priorities, briefs, hiring and management of the team or agencies. Third, measurement: definitions, reporting and decisions made from evidence. Fourth, working rhythm: founder access, meetings, response times and escalation. Fifth, handover: documentation and capability the business retains.

State the production boundary
A fractional leader cannot automatically design, write, edit a website, run ads, manage CRM operations and conduct interviews within a small retainer. Some may include particular tasks, but a buyer should see them named. Ask who produces each asset, which contractor fees and media spending are separate, and who has authority to approve the work.

Put measurement and decision rights together
Reports should answer a business question. For B2B, look beyond lead count to accepted opportunities, stage progression and deal quality. For D2C, read acquisition cost alongside margin and repeat purchase. Specify the data access required and the owner of each definition. A leader cannot be accountable for a number they cannot inspect or influence.
Build a review point into the engagement. At the end of the first month, the founder should be able to say what changed in the diagnosis, what was stopped, what will be tested and who owns each next action. If the evidence points to a product constraint, the scope should allow the leader to say so.
Compare offers by the work that will remain
Ask every provider for a one-page responsibility map. It should show their responsibilities, your responsibilities, outside costs and how work is handed over. A cheaper retainer may leave more management on the founder; a more expensive one may include delivery you do not need. Compare the total operating model, not only the leadership fee.
